The technology and manufacturing capability in Japan is such that, if the decision is made to manufacture nuclear weapons, that they can be manufactured and deployed in 30-60 days. <br /><br />Being a virtual nuclear power has advantages over being an actual nuclear power. For one, you do not have to maintain and guard an existing nuclear arsenal. Secondly, you can legitimately claim that you are not a nuclear power while, at the same time, make it clear that you have the capability to quickly become one, if you should decide to do so. <br /><br />The Japanese certainly have enough weapons grade material to make lots of weapons.
